TOWN OF STONEWALL - COUNCIL MEETING

The Stonewall Town Council met during a regular session with 7 visitors. A roll call was taken, council members present were Margaret Dickerson, Robert Baker, Eric Runge, Brandon Garsee, and Don Crosslin. Mayor Ken Kaffka and Town Attorney Josh Chevallier were also present. Prayer was led by Council Member Brandon Garsee. The Pledge of Allegiance was led by Council Member Robert Baker.
ADDITION/DELETION: None.
PUBLIC COMMENT: Blake Bedsole did not attend the meeting. Mrs. Tanesha Hall requested that the town discuss selling her the building she is leasing so that she can remodel it. This discussion will be on next month's agenda.
MINUTES: A motion to approve August 13, 2024, regular meeting minutes was made by Council Member Margaret Dickerson, seconded by Council Member Robert Baker. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.

(b) BUDGET COMPARISON: Budget Comparison for July 1, 2023, through August 31, 2024, was reviewed and discussed. Council Member Margaret Dickerson made a motion to accept as printed, seconded by Council Member Robert Baker. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.

(f) REIMBURSEMENT: IA American Life Insurance Company, $10.00 overpayment for 2024 Annual Municipal Premium & Tax. Discussion followed. Council Member Brandon Garsee made a motion to approve, seconded by Council Member Eric Runge. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.

NEW BUSINESS:
a) Recommend ordering an election to determine whether the sale of beverages of high and low alcoholic content will be prohibited within the incorporated limits of the Town of Stonewall. Discussion followed. Council Member Margaret Dickerson made a motion to not order an election without a certified petition of 25% signatures, seconded by Council Member Robert Baker. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
b) Recommend the adoption of Ordinance No. 144-2024: AN ORDINANCE TO CREATE A FEE SCHEDULE FOR PUBLIC RECORDS REQUEST COPIES OF RECORDS. Discussion followed. Council Member Margaret Dickerson made a motion to adopt, seconded by Council Member Brandon Garsee. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
c) Introduction of Ordinance No. 145-2024: AMENDMENT TO ZONING ORDINANCE 95-08 AND RESTATED ZONING ORDINANCE 92-2018: AN ORDINANCE TO REZONE 10 ACRES FROM RESIDENTIAL-AGRICULTURE DISTRICT TO COMMERCIAL SC DISTRICT. The ordinance title was read by Mayor Kaffka. Discussion followed. Council Member Robert Baker, seconded by Council Member Brandon Garsee. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
d) Recommend approving the lowest responsible quote to clean the ditches behind the commercial lots of Cathey Acres. Discussion followed. Council Member Brandon Garsee made a motion to approve the lowest responsible quote to AP Dozer & Trackhoe Services, LLC., seconded by Council Member Eric Runge. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
e) Recommend approving Audit & Agreed-upon procedures engagement letters with Dees Gardner, CPA. Discussion followed. Council Member Brandon Garsee made a motion to approve, seconded by Council Member Margaret Dickerson. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
f) Recommend approving a CEA with the DeSoto Parish Police Jury to replace culverts in the Town of Stonewall. Discussion followed. Council Member Brandon Garsee made a motion to approve, seconded by Council Member Robert Baker. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
g) Recommend allowing Dave Means to install a marker at the Curtis McCune, Jr. Community Park in recognition of A.W. McDonald. Discussion followed. Council Member Brandon Garsee made a motion to approve, seconded by Council Member Eric Runge. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
