TOWN OF STONEWALL - COUNCIL MEETING
1746 US HIGHWAY 171, STONEWALL, LOUISIANA 71078: MAY 09, 2023, 6:30 P.M.

 

The Stonewall Town Council met during a regular session with 7 visitors. A roll call was taken, Council Members present were Brandon Garsee, Eric Runge, Don Crosslin, Margaret Dickerson, and Robert Baker. Mayor Ken Kaffka was also present. Prayer was led by Council Member Eric Runge. The Pledge of Allegiance was led by Don Crosslin.

ADDITION/DELETION: None.

PUBLIC COMMENT: None.

MINUTES: Motion to dispense with the reading of April 11th, 2023, minutes and adoption was made by Council Member Margaret Dickerson and seconded by Council Member Robert Baker. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.

REPORTS

(a) ROADS: Mayor Kaffka stated that Memory Lane & Twin Oaks Roads have been cut & graded. Mayor Kaffka also mentioned that Memory Lane has almost completely overlayed and the contractors have completed the overlay of Goldsby Circle.

(b) BUDGET COMPARISON: Budget Comparison for July 1, 2022, through April 30, 2023, was reviewed and discussed. Council Member Margaret Dickerson made a motion to accept as printed, seconded by Council Member Robert Baker. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.

(c) OTHER: None.

(d) GRANTS: None.

(e) PARK:

(f) REIMBURSEMENT: Fogleman Manufacturing, overpayment of occupational license. Council Member Brandon Garsee made a motion to approve the reimbursement, seconded by Council Member Eric Runge. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.

NEW BUSINESS:

(a) Introduction to Ordinance Number 132-2023: AN ORDINANCE TO PRESENT AND ADOPT THE BUDGET FOR THE FISCAL YEAR 2023-2024. The title was read by Mayor Kaffka. Council Member Brandon Garsee made a motion to introduce, seconded by Council Member Robert Baker. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.

(b) Introduction to Ordinance Number 133-2023: AMENDMENT TO ZONING ORDINANCE 95-08 AND RESTATED ZONING ORDINANCE 92-2018: AN ORDINANCE TO REZONE LOT 3 & 4 OF GOLDSBY BUSINESS PARK AND A PORTION OF LOT 4 OF GEORGIE RUTH GOLDSBY ESTATE FROM RESIDENTIAL-AGRICULTURE DISTRICT TO COMMERCIAL SC DISTRICT. The title was read by Mayor Kaffka. Council Member Brandon Garsee made a motion to introduce, seconded by Council Member Eric Runge. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.

(c) Introduction to Ordinance Number 134-2023: AMENDMENT TO ZONING ORDINANCE 95-08 AND RESTATED ZONING ORDINANCE 92-2018: AN ORDINANCE TO REZONE 67.262 ACRES OF 145.971 ACRE TRACT FROM RESIDENTIAL-AGRICULTURE DISTRICT TO COMMERCIAL SC DISTRICT EXCLUDING THE FIRST 600 FEET (17.189 ACRES) FROM THE CENTERLINE OF HIGHWAY 3276. The title was read by Mayor Kaffka. Council Member Brandon Garsee made a motion to introduce, seconded by Council Member Robert Baker. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.

(d) Present property appraisals for Stanley Road right-of-ways, discuss making offers, and make a motion. Discussion followed. Council Member Brandon Garsee made a motion to begin negotiations, seconded by Council Member Robert Baker. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.

(e) Recommend approving the Mayor, Council, & Town Clerk to attend the 86th LMA Annual Convention on August 3-5, in Alexandria, Louisiana. Council Member Robert Baker made a motion to approve, seconded by Council Member Margaret Dickerson. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
