TOWN OF STONEWALL - COUNCIL MEETING

DECEMBER 9, 2025, 6:30 P.M.

 

The Stonewall Town Council met during a regular session with 6 visitors. A roll call was taken. Council Members present were Margaret Dickerson, Robert Baker, Don Crosslin, Eric Runge, and Brandon Garsee. Mayor Ken Kaffka and Attorney Dakota Hawkins were also present. Prayer was led by Council Member Eric Runge. The Pledge of Allegiance was led by Council Member Don Crosslin.

MINUTES: A motion to approve November 18, 2025, regular meeting minutes was made by Council Member Margaret Dickerson, seconded by Council Member Robert Baker. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.

(b) BUDGET COMPARISON: Budget Comparison for July 1, 2025, through November 30, 2025, was reviewed and discussed. Council Member Margaret Dickerson made a motion to accept as printed, seconded by Council Member Robert Baker. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.

OLD BUSINESS:

A) Discuss the Sound Study that was prepared by ALTEC. Discussion followed.

 

B) Make a motion to bring back tabled Ordinance Number 154-2026: AN ORDINANCE AMENDING AND RESTATING AN ORDINANCE PROHIBITING THE MAKING OR CAUSING OF LOUD, UNREASONABLE OR UNUSUAL NOISE, PROVIDING FOR ENFORCEMENT OF SAME, AND OTHERWISE PROVIDING WITH RESPECT THERETO, for reconsideration at the next Council meeting, January 13, 2026. Discussion followed. Council Member Robert Baker made a motion to approve, seconded by Council Member Margaret Dickerson. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.

 

NEW BUSINESS:

A) Adoption of Ordinance Number 157-2025: AN ORDINANCE OF THE TOWN OF STONEWALL REGULATING OFF PREMISES ADVERTISING. Discussion followed. Council Member Brandon Garsee made a motion to adopt, seconded by Council Member Don Crosslin. 4 YEAS, 0 NAYS, 0 ABSENT, 1 RECUSED. Motion carried.

 

B) Adoption of Resolution Number 2025-133: A RESOLUTION OF THE TOWN OF STONEWALL APPROVING THE 2025-2026 APPLICATION TO THE LOCAL GOVERNMENT ASSISTANCE PROGRAM. Discussion followed. Council Member Brandon Garsee made a motion to adopt, seconded by Council Member Robert Baker. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.

 

C) Adoption of Resolution Number 125-134: A RESOLUTION OF THE TOWN OF STONEWALL APPROVING THE 2025-2026 APPLICATION TO THE COMMUNITY WATER ENRICHMENT FUND FOR THE NORTH DESOTO WATER SYSTEM. Discussion followed. Council Member Brandon Garsee made a motion to adopt, seconded by Council Member Eric Runge. 4 YEAS, 0 NAYS, 0 ABSENT, 1 RECUSED. Motion carried.

 

D) Recommend allowing the Mayor to sign a “Assignment of Right of Way” agreement with the DeSoto Parish Police Jury, transferring all or a portion of the right-of-way on Stanley Road previously acquired by the Town of Stonewall to the DeSoto Parish Police Jury. Discussion followed. Council Member Eric Runge made a motion to approve, seconded by Council Member Robert Baker. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.

 

E) Recommend approving the Mayor, Council, & Town Clerk to attend the LMA Mid-Winter Conference. Council Member Brandon Garsee made a motion to approve, seconded by Council Member Margaret Dickerson. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.

 

F) Recommend approving the Insurance renewals. Discussion followed. Council Member Brandon Garsee made a motion to approve Risk Services, Leavitt Group & Louisiana Municipal Risk Management’s renewal quotes, seconded by Council Member Eric Runge. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.

 

G) Review and make a motion to reimburse North DeSoto Water System for labor and material to relocate the water line on Stanley Road within the Town Limits. Discussion followed. Council Member Brandon Garsee made a motion to reimburse North DeSoto Water System’s quote for material and labor cost, excluding taxes, seconded by Council Member Eric Runge. 4 YEAS, 0 NAYS, 0 ABSENT, 1 RECUSED. Motion carried.

 

H) Recommend allowing the Mayor to sign a CEA with the DeSoto Parish Sheriff’s Office and the adjacent land owner for tree clearing for the ULM weather station. Discussion followed. Council Member Bradon Garsee made a motion to approve, seconded by Council Member Robert Baker. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
