TOWN OF STONEWALL - COUNCIL MEETING

The Stonewall Town Council met during a regular session with 8 visitors. A roll call was taken, council members present were Margaret Dickerson, Robert Baker, Eric Runge, and Don Crosslin. Council Member Brandon Garsee was absent. Mayor Ken Kaffka was also present. Prayer was led by Council Member Eric Runge. The Pledge of Allegiance was led by Council Member Robert Baker.

ADDITION/DELETION: Amend the agenda to correct the address from 1746 to 1318 under New Business, Item B. Council Member Eric Runge made a motion to amend the agenda, seconded by Council Member Robert Baker. 4 YEAS, 0 NAYS, 1 ABSENT. Motion carried.

PUBLIC COMMENT: None.

MINUTES: A motion to approve September 10, 2024, regular meeting minutes was made by Council Member Margaret Dickerson, seconded by Council Member Robert Baker. 4 YEAS, 0 NAYS, 1 ABSENT. Motion carried.

REPORTS

(a) ROADS: None.

(b) BUDGET COMPARISON: Budget Comparison for July 1, 2023, through September 30, 2024, was reviewed and discussed. Council Member Margaret Dickerson made a motion to accept as printed, seconded by Council Member Robert Baker. 4 YEAS, 0 NAYS, 1 ABSENT. Motion carried.

(c) OTHER: None.

(e) PARK: None.

(f) REIMBURSEMENT: None.

OLD BUSINESS: None.

NEW BUSINESS:

a) Recommend the adoption of Ordinance No. 145-2024: AMENDMENT TO ZONING ORDINANCE 95-08 AND RESTATED ZONING ORDINANCE 92-2018: AN ORDINANCE TO REZONE 10 ACRES FROM RESIDENTIAL-AGRICULTURE DISTRICT TO COMMERCIAL SC DISTRICT. Was read by Mayor Kaffka. Discussion followed. Council Member Robert Baker made a motion to adopt, seconded by Council Member Eric Runge. 4 YEAS, 0 NAYS, 1 ABSENT. Motion carried.

b) Discuss and make a recommendation to remodel the office located at 1318 US Highway 171, previously the Stonewall Town Hall. Discussion followed. Council Member Robert Baker made a motion to get quotes, seconded by Council Member Don Crosslin. 4 YEAS, 0 NAYS, 1 ABSENT. Motion carried.

c) Special Event – Stonewall Christmas Parade. Discussion followed. Council Member Eric Runge made a motion to approve, seconded by Council Member Robert Baker. 4 YEAS, 0 NAYS, 1 ABSENT. Motion carried.

d) Special Event – A Walk Through the Park. Discussion followed. Council Member Eric Runge made a motion to approve, seconded by Council Member Robert Baker. 4 YEAS, 0 NAYS, 1 ABSENT. Motion carried.

e) Recommend approving payment to Thomas Keith Howell (via Suzanne Drake, his POA) and Mildred Osborne to purchase Stanley Road right-of-way. Discussion followed. Council Member Margaret Dickerson made a motion to approve, seconded by Council Member Robert Baker. 4 YEAS, 0 NAYS, 1 ABSENT. Motion carried.

f) Recommend the Planning & Zoning Committee to attend required training with the DeSoto Parish Police Jury and to pay a portion of the training fee. Discussion followed. Council Member Eric Runge made a motion to approve the required training and to pay up to $1,000.00 for the training, seconded by Council Member Robert Baker. 4 YEAS, 0 NAYS, 1 ABSENT. Motion carried.
