TOWN OF STONEWALL - COUNCIL MEETING

The Stonewall Town Council met during a regular session with 3 visitors. A roll call was taken, Council Members present were Margaret Dickerson, Eric Runge, Brandon Garsee, and Don Crosslin. Mayor Ken Kaffka was also present. Council Member Robert Baker was absent. Prayer was led by Council Member Eric Runge. The Pledge of Allegiance was led by Brandon Garsee.

MINUTES: Motion to approve November 14, 2023, regular meeting minutes was made by Council Member Brandon Garsee, seconded by Council Member Eric Runge. 4 YEAS, 0 NAYS, 1 ABSENT. Motion carried.
REPORTS
(a) ROADS: None.
(b) BUDGET COMPARISON: Budget Comparison for July 1, 2023, through November 30, 2023, was reviewed and discussed. Council Member Brandon Garsee made a motion to accept as printed, seconded by Council Member Margaret Dickerson. 4 YEAS, 0 NAYS, 1 ABSENT. Motion carried.

NEW BUSINESS:
a) Josh Chevallier, Town Attorney, inform the council of an hourly rate increase. Discussion followed. Council Member Brandon Garsee made a motion to approve the rate increase, seconded by Council Member Eric Runge. 4 YEAS, 0 NAYS, 1 ABSENT. Motion carried.
b) Recommend approving Mayor’s Court & Council Meeting dates and times. Council Member Brandon Garsee made a motion to approve, seconded by Council Member Margaret Dickerson. 4 YEAS, 0 NAYS, 1 ABSENT. Motion carried.
c) Recommend approving the renewal of Traveler’s Insurance Policy. Discussion followed. Council Member Brandon Garsee made a motion to approve, seconded by Council Member Eric Runge. 4 YEAS, 0 NAYS, 1 ABSENT. Motion carried.
d) Recommend approving the Mayor & Council to attend the LMA Mid-Winter Conference for Municipal Officials on February 27 & 28, in Marksville, Louisiana. Council Member Brandon Garsee made a motion to approve, seconded by Council Member Margaret Dickerson. 4 YEAS, 0 NAYS, 1 ABSENT. Motion carried.
e) Recommend purchasing and installing shade equipment from Kincade Recreation using ACT 397 funding to cover the new swingset at the Curtis McCune Jr., Community Park. Discussion followed. Council Member Brandon Garsee made a motion to approve, seconded by Council Member Margaret Dickerson. 4 YEAS, 0 NAYS, 1 ABSENT. Motion carried.
f) Introduction of Ordinance Number 2024-139: AN ORDINANCE OF THE STONEWALL TOWN COUNCIL CREATING AN ECONOMIC DEVELOPMENT DISTRICT WITHIN THE TOWN OF STONEWALL TO BE NAMED THE “STONEWALL ECONOMIC DEVELOPMENT DISTRICT A”; DEFINING THE BOUNDARIES THEREOF FROM WHICH CERTAIN AREA LOCAL AND POTENTIALLY STATE SALES AND USE TAX INCREMENTS WILL BE DETERMINED AND USED TO FINANCE ECONOMIC DEVELOPMENT PROJECTS WITHIN THE DISTRICT, ALL AS AUTHORIZED BY PART II OF CHAPTER 27 OF TITLE 33 OF THE LOUISIANA REVISED STATUTES OF 1950, AS AMENDED (THE “ACT”); AND PROVIDING FOR OTHER MATTERS IN CONNECTION WITH THE FOREGOING.
