TOWN OF STONEWALL - COUNCIL MEETING

The Stonewall Town Council met during a regular session with 12 visitors. A roll call was taken, council members present were Margaret Dickerson, Robert Baker, Eric Runge, Brandon Garsee, and Don Crosslin. Mayor Ken Kaffka and attorney Dakota Hawkins were also present. Prayer was led by Council Member Robert Baker. The Pledge of Allegiance was led by Council Member Margaret Dickerson.
ADDITION/DELETION: None.
PUBLIC COMMENT: Blake Bledsoe spoke with the Council about an update to Church Street. Discussion followed. Angelo Deprimo commented on the alcohol petition he circulated. He requested that the council amend the agenda to include making a vote to add the alcohol vote on the December ballot. Council Member Brandon Garsee made a motion to amend the agenda, seconded by Council Member Eric Runge. Roll call vote as follows: Donnie Crosslin, YEA; Eric Runge, YEA; Brandon Garsee, YEA; Margaret Dickerson, NAY; Robert Baker, NAY. The motion failed due to the lack of a unanimous vote.
MINUTES: A motion to approve July 09, 2024, regular meeting minutes was made by Council Member Margaret Dickerson, seconded by Council Member Robert Baker. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
REPORTS
(a) ROADS: None.
(b) BUDGET COMPARISON: Budget Comparison for July 1, 2023, through June 30, 2024, and July 2024, was reviewed and discussed. Council Member Margaret Dickerson made a motion to accept as printed, seconded by Council Member Brandon Garsee. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
(c) OTHER: Mayor Kaffka mentioned that the Town of Stonewall received the honorable mention for the Community Achievement Award presented by the Louisiana Municipal Association.
(d) GRANTS: None.
(e) PARK: None.
(f) REIMBURSEMENT: Michael Norton, repair work to signpost. Discussion followed. Council Member Eric Runge made a motion to approve, seconded by Council Member Don Crosslin. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
OLD BUSINESS: None.
NEW BUSINESS:
a) Adoption of Ordinance No. 143-2024: AN ORDINANCE AMENDING ORDINANCE NO. 139-2024 ON JANUARY 9, 2024, TO MODIFY THE BOUNDARIES OF STONEWALL ECONOMIC DEVELOPMENT DISTRICT A; AUTHORIZE THE EXECUTION OF A COOPERATIVE ENDEAVOR AGREEMENT; AND PROVIDING FOR OTHER MATTERS IN CONNECTION THEREWITH. Was read by Mayor Kaffka. Discussion followed. Council Member Brandon Garsee made a motion to approve, seconded by Council Member Eric Runge. 3 YEAS, 2 NAYS, 0 ABSENT. Motion carried.
b) Recommend approving Shree’ Young, Town Clerk, to attend the LMCA 48th Annual Louisiana Municipal Clerks Institute October 20th – 25th in Baton Rouge, Louisiana. Discussion followed. Council Member Robert Baker made a motion to approve, seconded by Council Member Margaret Dickerson. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
c) Introduction of Ordinance No. 144-2024: AN ORDINANCE TO CREATE A FEE SCHEDULE FOR PUBLIC RECORDS REQUEST COPIES OF RECORDS. The Ordinance title was introduced by Mayor Kaffka. Council Member Margaret Dickerson made a motion to introduce, seconded by Council member Robert Baker. Discussion followed. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
d) Recommend approving the DeSoto Parish Police Jury’s amended quote for Twin Oaks Road Drainage improvements. Discussion followed. Council Member Margaret Dickerson made a motion to approve the amended quote, seconded by Council Member Robert Baker. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
e) Recommend approving Mayor Ken Kaffka to attend the Mayor’s Court Training: Continuing Education 2024 In-Person Conference in Alexandria on Monday, September 9, 2024. Discussion followed. Council Member Robert Baker made a motion to approve, seconded by Council Member Margaret Dickerson. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
