The Stonewall Town Hall Council met in regular session with 9 visitors present. The meeting was called to order at 6:30 PM. A roll call was taken. Council Members present were Robert Baker, Eric Runge, Brandon Garsee, Don Crosslin, and Rodney Roach. Mayor Randal Rodgers was also present. Council Member Eric Runge led the prayer. The Pledge of Allegiance was led by Council Member Rodney Roach.

ADDITION/DELETION: None.

PUBLIC COMMENT: Ms. Tori, United Way, spoke with everyone about services they offer.

MINUTES: A motion to approve the August 11, 2026, regular meeting minutes and the August 25, 2026, Special Meeting Minutes was made by Council Member Brandon Garsee, seconded by Council Member Robert Baker. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.

REPORTS

(a) ROADS: Mayor Rodgers stated that the Town’s Engineer will be here this week to discuss the Rambin Road Project. The Mayor also mentioned that the new tractor has been purchased and in use.

(b) BUDGET COMPARISON: Budget Comparison for July 1, 2026, through August 31, 2026, was reviewed and discussed. Council Member Brandon Garsee made a motion to accept as printed, seconded by Council Member Eric Runge. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.

(c) OTHER: None.

(d) GRANTS: None.

(e) PARK: Mayor Rodgers stated that the splash pad is in the design process.

(f) REIMBURSEMENT: None.

(g) LEGAL REPORT: None.

OLD BUSINESS:

A) None.

NEW BUSINESS:

A) Shunta Hall, owner of Royal Dry Cleaners. Mrs. Hall mentioned all of her services she provides. Discussion followed.

B) Discuss and make a recommendation regarding the Town’s Building Official. Discussion followed. Council Member Brandon Garsee made a motion to replace the Town’s Building Official, seconded by Council Member Robert Baker. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.

C) Recommend approving Resolution No. 2026-135: A RESOLUTION OF THE TOWN OF STONEWALL APPROVING THE INVESTMENT OF TOWN FUNDS INTO THE LOUISIANA ASSET MANAGEMENT POOL ALSO KNOWN AS LAMP. Discussion followed. Council Member Brandon Garsee made a motion to approve, seconded by Council Member Robert Baker. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.

D) Recommend approving the lowest most responsive bid for installing a privacy fence around the tractor barn. Discussion followed. Council Member Brandon Garsee made a motion to approve Superior Fencing, seconded by Council Member Eric Runge. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.

E) Discuss and make recommendations on vehicle use. Discussion followed. Council Member Brandon Garsee made a motion for use pending review by Town Attorney, seconded by Council Member Robert Baker. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
