TOWN OF STONEWALL - COUNCIL MEETING

The Stonewall Town Council met during a regular session with 9 visitors. A roll call was taken, council members present were Margaret Dickerson, Robert Baker, Eric Runge, and Brandon Garsee. Council Member Don Crosslin was absent. Mayor Ken Kaffka was also present. Prayer was led by Council Member Eric Runge. The Pledge of Allegiance was led by Council Member Brandon Garsee.

PUBLIC COMMENT:

MINUTES: A motion to approve February 11, 2025, regular meeting minutes was made by Council Member Margaret Dickerson, seconded by Council Member Robert Baker. 4 YEAS, 0 NAYS, 1 ABSENT. Motion carried.

REPORTS

(a) ROADS: None.

(b) BUDGET COMPARISON: Budget Comparison for July 1, 2024, through February 28, 2025, was reviewed and discussed. Council Member Margaret Dickerson made a motion to accept as printed, seconded by Council Member Robert Baker. 4 YEAS, 0 NAYS, 1 ABSENT. Motion carried.

(c) OTHER: None.

(d) GRANTS: None.

(e) PARK: None.

(f) REIMBURSEMENT:  

a) Food Junction for overpayment of Occupational License Tax. Council Member Brandon Garsee made a motion to approve, seconded by Council Member Eric Runge. 4 YEAS, 0 NAYS, 1 ABSENT. Motion carried.

b) DeSoto Title & Abstract for overpayment of Occupational License Tax. Council Member Robert Baker made a motion to approve, seconded by Council Member Margaret Dickerson. 4 YEAS, 0 NAYS, 1 ABSENT. Motion carried.

OLD BUSINESS: None.

NEW BUSINESS:

a) Carson Sanders - request approval to build two benches at the park for his Eagle Scout project. Discussion followed. Council Member Brandon Garsee made a motion to approve, seconded by Council Member Eric Runge. 4 YEAS, 0 NAYS, 1 ABSENT. Motion carried.

b) Recommend approving the lowest responsible quote to construct a metal stand to hold a tank of emulsion. Discussion followed. Council Member Brandon Garsee made a motion to approve Anderson’s Machine & Welding, seconded by Council Member Eric Runge. 4 YEAS, 0 NAYS, 1 ABSENT. Motion carried.

c)Recommend approving Shree’ Young, Town Clerk to attend the Louisiana Municipal Clerks Association 64th Annual Spring Conference in Bossier City April 2-3, 2025. Council Member Margaret Dickerson made a motion to approve, seconded by Council Member Robert Baker. 4 YEAS, 0 NAYS, 1 ABSENT. Motion carried.

d) Recommend appointing Joe Etheridge to Water Works District 1 to replace Charles Waldon. Discussion followed. Council Member Robert Baker made a motion to appoint Joe Etheridge to Water Works District 1, seconded by Council Member Margaret Dickerson. 4 YEAS, 0 NAYS, 1 ABSENT. Motion carried.

e) Recommend approving the Mayor to attend the Small Town Mayors’ Alliance Conference on March 20-21, 2025 in Ball, Louisiana. Discussion followed. Council Member Margaret Dickerson made a motion to approve, seconded by Council Member Robert Baker. 4 YEAS, 0 NAYS, 1 ABSENT. Motion carried.

f) Recommend approving the Mayor to sign a Cooperative Endeavor Agreement with the DeSoto Parish Police Jury to update the estimated cost to install culverts and grade ditches on Twin Oaks Road. Discussion followed. Council Member Margaret Dickerson made a motion to approve, seconded by Council Member Robert Baker. 4 YEAS, 0 NAYS, 1 ABSENT. Motion carried.
