TOWN OF STONEWALL - COUNCIL MEETING

The Stonewall Town Council met during a regular session with 14 visitors. A roll call was taken, council members present were Robert Baker, Margaret Dickerson, Eric Runge, Brandon Garsee, and Don Crosslin. Mayor Ken Kaffka was also present. Prayer was led by Council Member Brandon Garsee. The Pledge of Allegiance was led by Council Member Don Crosslin.

MINUTES: A motion to approve March 12, 2024, regular meeting minutes and March 26, 2024, special meeting minutes was made by Council Member Margaret Dickerson, seconded by Council Member Robert Baker. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
REPORTS
(a) ROADS: None.
(b) BUDGET COMPARISON: Budget Comparison for July 1, 2023, through March 31, 2024, was reviewed and discussed. Council Member Margaret Dickerson made a motion to accept as printed, seconded by Council Member Robert Baker. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
(c) OTHER: None.
(d) GRANTS: None.
(e) PARK: Mayor Kaffka mentioned that the new floors were being installed at the community center.
(f) REIMBURSEMENT: Angela Norton, small room reservation. Council Member Brandon Garsee made a motion to reimburse Mrs. Norton’s full reservation, seconded by Council Member Eric Runge. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
OLD BUSINESS: None.
NEW BUSINESS:
a) Clay Corley, DeSoto Parish School Superintendent, discussed the bond proposal on the April ballot for North DeSoto schools. Discussion followed.
b) Recommend approving the Cyber Security Insurance policy renewal. Discussion followed. Council Member Robert Baker made a motion to approve, seconded by Council Member Margaret Dickerson. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
c) Authorize the Mayor to sign a Cooperative Endeavor Agreement with the DeSoto Parish Police Jury to replace culverts on Baker Road, Mary Street, and Brian David. Discussion followed. Council Member Margaret Dickerson made a motion to approve, seconded by Council Member Brandon Garsee. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
d) Authorize the Mayor to sign a lease agreement with North DeSoto Water System to lease .23 acres at the Curtis McCune, Jr. Community Park to install and maintain a new water tank. Discussion followed. Council Member Brandon Garsee made a motion to authorize the mayor to sign the lease agreement, seconded by Council Member Eric Runge. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
e) Recommend approving Resolution No. 2024-124: A RESOLUTION AUTHORIZING THE MAYOR TO DISPOSE OF SURPLUS EQUIPMENT AND OFFICE FURNITURE IN ACCORDANCE WITH THE LAW. Discussion followed. Council Member Robert Baker made a motion to approve, seconded by Council Member Margaret Dickerson. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
f) Review the agreement with Catalis and make a motion to renew with the website host. Discussion followed. Council Member Brandon Garsee made a motion to approve, seconded by Council Member Margaret Dickerson. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
