TOWN OF STONEWALL - COUNCIL MEETING

The Stonewall Town Hall Council met in regular session with 6 visitors present. The meeting was called to order at 6:30 PM. A roll call was taken. Council Members present were Robert Baker, Eric Runge, Brandon Garsee, Don Crosslin, and Rodney Roach. Mayor Randal Rodgers was also present. Council Member Rodney Roach led the prayer. The Pledge of Allegiance was led by Council Member Brandon Garsee.

MINUTES: A motion to approve the July 14, 2026, regular meeting minutes was made by Council Member Brandon Garsee, seconded by Council Member Robert Baker. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
REPORTS
(a) ROADS: Mayor Rodgers gave updates to the Stanley Road Project.
(b) BUDGET COMPARISON: Budget Comparison for July 1, 2026, through July 31, 2026, was reviewed and discussed. Council Member Brandon Garsee made a motion to accept as printed, seconded by Council Member Eric Runge. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
(c) OTHER: None.
(d) GRANTS: None.
(e) PARK: Mayor Rodgers mentioned that the design is almost complete for the splash pad. He stated that it will be a 25’x25’ area with recirculating water treatment.
(f) REIMBURSEMENT: Whitney Jackson, Large Room Reservation Fee. Discussion followed. Council Member Brandon Garsee made a motion to approve, seconded by Council Member Don Crosslin. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.

A) Jody Raney, Planning and Zoning Updates.
B) Recommend appointing Kerry Staniford to fill Charles Watson’s vacant seat on the Planning and Zoning Committee. Discussion followed. Council Member Brandon Garsee made a motion to approve, seconded by Council Member Eric Runge. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
C) Recommend approving the engagement letter with Dees Gardner, CPA, for the 25-26 Fiscal Year Audit and Statewide Agreed-upon Procedures. Discussion followed. Council Member Brandon Garsee made a motion to approve, seconded by Council Member Robert Baker. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
D) Recommend purchasing a tractor with attachments from the state contract. Discussion followed. Council Member Robert Baker made a motion to approve the Bayou Kubota Tractor quote, seconded by Council Member Eric Runge. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
E) Recommend approving the lowest most responsive bid for digging ditches on Pine Grove Road. Discussion followed. Council Member Brandon Garsee made a motion to approve Howard & Sons Construction’s quote, seconded by Council Member Robert Baker. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
F) Recommend approving the lowest most responsive bid for clearing trees/brush located behind the DeSoto Parish Sheriff’s Government Plaza for the Mesonet Station. Discussion followed. Council Member Brandon Garsee made a motion to approve AP Dozer & Trackhoe Services’ quote, seconded by Council Member Rodney Roach. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
G) Recommend approving the Mayor to sign a Cooperative Endeavor Agreement with the approved contractor and property owners to remove trees/brush for the Mesonet Station. Discussion followed. Council Member Brandon Garsee made a motion to approve, seconded by Council Member Don Crosslin. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
H) Recommend approving the Mayor to sign a Cooperative Endeavor Agreement with the DeSoto Parish Police Jury to install culverts on Stonewall-Preston Road. Discussion followed. Council Member Brandon Garsee made a motion to approve, seconded by Council Member Robert Baker. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
I) Recommend authorizing the Mayor to initiate the formal process to begin street improvements on Ann Francis Drive from Highway 171 to the East End. Discussion followed. Council Member Brandon Garsee made a motion to approve, seconded by Council Member Don Crosslin. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
J) Recommend approving the Town Clerk & Assistant Clerk to attend the 50th Annual Louisiana Municipal Clerks Institute October 18-23, 2023 in Baton Rouge, Louisiana. Discussion followed. Council Member Brandon Garsee made a motion to approve the clerks to attend the October 18-23, 2026, Clerks Institute, seconded by Council Member Eric Runge. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
