TOWN OF STONEWALL - COUNCIL MEETING

JUNE 9, 2026, 6:30 P.M.

The Stonewall Town Hall Council met in regular session with 4 visitors present. The meeting was called to order at 6:30 PM. A roll call was taken. Council Members present were Margaret Dickerson, Robert Baker, Eric Runge, Brandon Garsee, and Don Crosslin. Mayor Ken Kaffka was also present. Council Member Robert Baker led the prayer. The Pledge of Allegiance was led by Council Member Don Crosslin.

ADDITION/DELETION: None

PUBLIC COMMENT: Michael Norton, DeSoto Parish Police Jury Administrator, spoke about the compactor site. Mr. Norton stated that the estimated completion date would be in November of this year.

MINUTES: A motion to approve the May 12, 2026, regular meeting minutes was made by Council Member Margaret Dickerson, seconded by Council Member Robert Baker. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.

REPORTS

(a) ROADS: Mayor Kaffka stated that the portion of Stanley Road between Woolworth and Dalton Road should be overlaid with asphalt beginning Thursday.

(b) BUDGET COMPARISON: Budget Comparison for July 1, 2025, through May 31st, 2026, was reviewed and discussed. Council Member Margaret Dickerson made a motion to accept as printed, seconded by Council Member Robert Baker. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.

A) Adoption of Ordinance Number 159-2026: AN ORDINANCE TO PRESENT AND ADOPT THE BUDGET FOR THE FISCAL YEAR 2026-2027. Discussion followed. A correction to the budget message was discussed. Council Member Margaret Dickerson made a motion to correct the budget message, seconded by Council Member Robert Baker. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried. Council Member Robert Baker made a motion to adopt the amended budget, seconded by Council Member Margaret Dickerson. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.

B) Adoption of Ordinance Number 160-2026: AN ORDINANCE TO AMEND THE BUDGET FOR THE FISCAL YEAR 2025-2026 FOR THE TOWN OF STONEWALL, DESOTO PARISH, LOUISIANA. Discussion followed. Council Member Brandon Garsee made a motion to approve the amended budget, seconded by Council Member Margaret Dickerson. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.

C) Adoption of Ordinance Number 161-2026: AN ORDINANCE TO ESTABLISH THE SALARIES FOR ELECTED OFFICIALS AND TOWN CLERK FOR THE TERM LIMIT JULY 1, 2026, THROUGH JUNE 30, 2030. Council Member Robert Baker made a motion to approve, seconded by Margaret Dickerson. Discussion followed. Council Member Brandon Garsee introduced an amended salary ordinance, seconded by Council Member Eric Runge. Original motion 0 YEAS, 5 NAYS, 0 ABSENT. Original motion failed. Amended Salary Ordinance 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.

D) Employee Pay Raises. Raises are as follows: Brabara Obrien, Full-time, from $20.00 to $21.00, Michael Clark, Part-time, from $17.50 to $18.00, Rickey Taylor, Part-time, from $16.50 to $ 17.00, Kermerneshia Francois, Full-time, from $15.00 to $16.00. Council Member Eric Runge made a motion to approve, seconded by Council Member Robert Baker. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.

E) Recommend approving the Enterprise and Interstate Progress as the official journal. Council Member Margaret Dickerson made a motion to approve, seconded by Council Member Robert Baker. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.

F) Recommend approving Mayor’s Court & Council Meeting day & time. Council Member Eric Runge made a motion to approve, seconded by Council Member Margaret Dickerson. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.

Council Member Robert Baker made a motion to adjourn, seconded by Council Member Margaret Dickerson. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
