TOWN OF STONEWALL - COUNCIL MEETING

The Stonewall Town Council met during a regular session with 11 visitors. A roll call was taken, council members present were Margaret Dickerson, Robert Baker, Don Crosslin, Eric Runge, and Brandon Garsee. Mayor Ken Kaffka and Town Attorney Josh Chevallier were also present. Prayer was led by Council Member Margaret Dickerson. The Pledge of Allegiance was led by Council Member Eric Runge.

MINUTES: A motion to approve November 12, 2024, regular meeting minutes was made by Council Member Robert Baker, seconded by Council Member Margaret Dickerson. 5 YEAS, 0 NAYS, 1 ABSENT. Motion carried.
REPORTS
(a) ROADS: None.
(b) BUDGET COMPARISON: Budget Comparison for July 1, 2023, through November 30, 2024, was reviewed and discussed. Council Member Margaret Dickerson made a motion to accept as printed, seconded by Council Member Robert Baker. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.

OLD BUSINESS:
a) Discuss and make a motion on repairs to the office located at 1318 Hwy 171, previously the Stonewall Town Hall. Council Member Brandon Garsee made a motion to approve Spectrum Paintings quote to make repairs to the building, seconded by Council Member Eric Runge. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
NEW BUSINESS:
a) Recommend the adoption of Ordinance Number 146-2024: THIS ORDINANCE AMENDS ORDINANCE 92-2018 AND EMBRACES THE FOLLOWING SECTIONS WHICH SHALL CONSTITUTE AND BE DESIGNED AS ORDINANCE NO. 146-2024 FOR THE TOWN OF STONEWALL, DESOTO PARISH, LOUISIANA. Ordinance No. 146-2024 was read by Mayor Kaffka. Discussion followed. Council Member Robert Baker made a motion to adopt, seconded by Council Member Brandon Garsee. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
b) Recommend the adoption of Ordinance Number 147-2024: AN ORDINANCE ORDERING AN ELECTION TO DETERMINE WHETHER THE SALE OF BEVERAGES OF HIGH AND LOW ALCOHOLIC CONTENT WILL BE PROHIBITED WITHIN THE INCORPORATED LIMITS OF THE TOWN OF STONEWALL. Ordinance No. 147-2024 was read by Mayor Kaffka. Discussion followed. Council Member Brandon Garsee made a motion to adopt, seconded by Council Member Eric Runge. 4 YEAS, 1 ABSTAIN, 0 NAYS, 0 ABSENT. Motion carried.
c) Recommend the adoption of Resolution Number 2024-125: A RESOLUTION OF THE TOWN OF STONEWALL APPROVING THE 2024-2025 APPLICATION TO THE LOCAL GOVERNMENT ASSISTANCE PROGRAM. Discussion followed. Council Member Brandon Garsee made a motion to approve, seconded by Council Member Eric Runge. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
d) Recommend the adoption of Resolution Number 2024-126: A RESOLUTION OF THE TOWN OF STONEWALL APPROVING THE 2024-2025 APPLICATION TO THE COMMUNITY WATER ENRICHMENT FUND FOR THE NORTH DESOTO WATER SYSTEM. Discussion followed. Council Member Brandon Garsee made a motion to approve, seconded by Council Member Margaret Dickerson. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
e) Introduction of Ordinance Number 148-2025: AMENDMENT TO ZONING ORDINANCE 95-08 AND RESTATED ZONING ORDINANCE 92-2018: AN ORDINANCE TO REZONE 47 +/- ACRES FROM RESIDENTIAL-AGRICULTURE DISTRICT TO SG-O DISTRICT. The Ordinance was introduced and the title was read by Mayor Kaffka. Discussion followed. Council Member Brandon Garsee made a motion to introduce the Ordinance, seconded by Council Member Robert Baker. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
f) Recommend Mayor’s Court & Council Meeting dates and times. Discussion followed. Council Member Margaret Dickerson made a motion to approve, seconded by Council Member Robert Baker. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
g) Recommend making a motion to replace the carpet & kitchen vinyl floor at the office building located at 1318 Hwy 171. Discussion followed. Council Member Brandon Garsee made a motion to approve Ivey’s, seconded by Council Member Eric Runge. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
h) Recommend approving the Mayor, Council, & Town Clerk to attend the LMA Mid-Winter Conference in Baton Rouge, Louisiana, January 27-28, 2024. Discussion followed. Council Member Robert Baker, seconded by Council Member Eric Runge. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
i) Recommend approving the lowest responsible quote to remove tree stump in the right-of-way. Discussion followed. Council Member Brandon Garsee made a motion to approve Bushy Tail Tree and Stump’s quote, seconded by Council Member Eric Runge. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
j) Recommend filling Wayne Chriss’ vacant seat on the Planning & Zoning Committee with Dusty Roach. Discussion followed. Council Member Robert Baker made a motion to approve, seconded by Council Member Brandon Garsee. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
