TOWN OF STONEWALL - COUNCIL MEETING

The Stonewall Town Council met during a regular session with 9 visitors. A roll call was taken, Council Members present were Margaret Dickerson, Robert Baker, Don Crosslin, Brandon Garsee, and Eric Runge. Mayor Ken Kaffka and Town Attorney Josh Chevallier were also present. Prayer was led by Council Member Eric Runge. The Pledge of Allegiance was led by Council Member Brandon Garsee.

MINUTES: A motion to approve June 10, 2025, regular meeting minutes was made by Council Member Margaret Dickerson, seconded by Council Member Robert Baker. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.

REPORTS

(b) BUDGET COMPARISON: Budget Comparison for July 1, 2024, through June 30, 2025, was reviewed and discussed. Council Member Margaret Dickerson made a motion to accept as printed, seconded by Council Member Robert Baker. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.

NEW BUSINESS:

a) Perry Thompson: Request to make his property an Economic Development District. Discussion followed. Council Member Eric Runge made a motion to approve a Resolution in support of Thojam Development, LLC for the continued pursuit of an Economic Development District at the Town Square of Stonewall, seconded by Council Member Don Crosslin. 3 YEAS, 0 NAYS, 0 ABSENT, 2 ABSTAIN. Motion carried.  

b) Recommend approving a variance of parking spaces for the Foster Development Phase II.Discussion followed. Council Member Brandon Garsee made a motion to approve, seconded by Council Member Eric Runge. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.

c)Introduction to Ordinance Number 153-2025: AN ORDINANCE OF THE TOWN OF STONEWALL REGULATING THE SALE OF ALCOHOLIC BEVERAGES. Discussion followed. Council Member Brandon Garsee made a motion to introduce, seconded by Council Member Margaret Dickerson.5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.

d) Adoption of Resolution Number 2025-131: A RESOLUTION OF THE TOWN OF STONEWALL APPROVING AN INTERGOVERNMENTAL AGREEMENT BETWEEN THE DESOTO PARISH POLICE JURY AND THE TOWN OF STONEWALL FOR THE QUICK TAKE OF PARK ROAD. Discussion followed. Council Member Brandon Garsee made a motion to approve, seconded by Council Member Robert Baker. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.

e) Discuss and make a motion to possible accept $150,000.00 from the DeSoto Parish Police Jury for the installation of a splash pad at the community park. Discussion followed. Council Member Bradon Garsee made a motion to acccept $150,000 from the DeSoto Parish Police Jury for the installation of a Splash Pad at the Community Park, seconded by Eric Runge. 4 YEAS, 1 NAY, 0 ABSENT. Motion carried.

f) Recommend approving the Accounting Policy & Procedures. Discussion followed. Council Member Margaret Dickerson made a motion to approve, seconded by Council Member Rober Baker. 5 YEAS, 0 NAYS, 0 ABSENT. Motion carried.
