TOWN OF STONEWALL - COUNCIL MEETING

The Stonewall Town Council met during a regular session with 6 visitors. A roll call was taken, council members present were Margaret Dickerson, Robert Baker, and Brandon Garsee. Council Members Eric Runge & Don Crosslin were absent. Mayor Ken Kaffka was also present. Prayer was led by Council Member Brandon Garsee. The Pledge of Allegiance was led by Council Member Robert Baker.

MINUTES: A motion to approve October 08, 2024, regular meeting minutes was made by Council Member Margaret Dickerson, seconded by Council Member Robert Baker. 3 YEAS, 0 NAYS, 2 ABSENT. Motion carried.
REPORTS
(a) ROADS: None.
(b) BUDGET COMPARISON: Budget Comparison for July 1, 2023, through October 31, 2024, was reviewed and discussed. Council Member Margaret Dickerson made a motion to accept as printed, seconded by Council Member Robert Baker. 3 YEAS, 0 NAYS, 2 ABSENT. Motion carried.

OLD BUSINESS:
a) Discuss repairs to the office located at 1318 Hwy 171, previously the Stonewall Town Hall. Discussion followed.
NEW BUSINESS:
a) Introduction of Ordinance Number 146-2024: THIS ORDINANCE AMENDS ORDINANCE 92-2018 AND EMBRACES THE FOLLOWING SECTIONS WHICH SHALL CONSTITUTE AND BE DESIGNED AS ORDINANCE NO. 146-2024 FOR THE TOWN OF STONEWALL, DESOTO PARISH, LOUISIANA. The Ordinance title was introduced by Mayor Kaffka. Discussion followed. Council Member Brandon Garsee made a motion to approve, seconded by Council Member Margaret Dickerson. 3 YEAS, 0 NAYS, 2 ABSENT. Motion carried.
b) Introduction of Ordinance Number 147-2024: TITLE: AN ORDINANCE ORDERING AN ELECTION TO DETERMINE WHETHER THE SALE OF BEVERAGES OF HIGH AND LOW ALCOHOLIC CONTENT WILL BE PROHIBITED WITHIN THE INCORPORATED LIMITS OF THE TOWN OF STONEWALL. The Ordinance title was introduced by Mayor Kaffka. Discussion followed. Council Member Brandon Garsee, seconded by Council Member Margaret Dickerson. 3 YEAS, 0 NAYS, 2 ABSENT. Motion carried.
c) Recommend approving Balar’s amended proposal for Stanley Road Improvements. Discussion followed. Council Member Brandon Garsee made a motion to approve, seconded by Council Member Robert Baker. 3 YEAS, 0 NAYS, 2 ABSENT. Motion carried.
d) Recommend approving Balar’s proposal for Church Street Improvements. Discussion followed. Council Member Brandon Garsee made a motion to approve, seconded by Council Member Robert Baker. 3 YEAS, 0 NAYS, 2 ABSENT. Motion carried.
e) Recommend appointing Craig Roberson to the Planning & Zoning Committee to fill Josh Black’s vacancy for the remaining term. Discussion followed. Council Member Robert Baker, seconded by Council Member Brandon Garsee. 3 YEAS, 0 NAYS, 2 ABSENT. Motion carried.
